If neither chamber can pass their respective plans, Obama would be entitled (arguably, obligated) to announce that Congress had abrogated its responsibilities and he will consider the current congressional mandate obligating him to spend recently appropriated funds to prevail over the provisions of a debt ceiling law enacted 98 years ago. He could use as precedent case law slapping down Nixon's attempt to not spend appropriated funds. 

Crisis averted; credit rating secured; Trillion dollar Jobs Bill demanded, Obama reelected in a landslide; have a nice day!
